Aug 18th Assessment of Preprint Delta and Water Bills

Five pieces of Delta/Water legislation were released in preprint form on August 4, 2009. These bills are based on legislation by the same authors heard in committee earlier in 2009. This is the second review and analysis by the Delta Vision Foundation of the bill package, which finds that as a set, these are strong bills and build on the Delta Vision Strategic Plan, but can be improved with limited, but important, changes.

Aug 4th Assessment of Preprint Delta and Water Bills

On August 4, 2009, several bills that address the ongoing crisis in the Sacramento-San Joaquin Delta were released in preprint form. As a set, these are strong bills that build on the Delta Vision Strategic Plan (adopted October 2008), but can be improved with limited changes. The seven goals of the Delta Vision Strategic Plan are addressed, and almost all of the Delta Vision Strategic Plan strategies and many action recommendations are incorporated in the proposed legislation. Delta Vision Foundation
June 2009

On June 1, 2009, the Delta Vision Foundation conducted a public meeting to release a mid-term Report Card on the state's performance in shaping policy to restore the Sacramento/San Joaquin Delta and ensure a reliable water supply for California.

At the meeting's conclusion, Foundation members unanimously approved 10 Action Items to advance progress on reaching the goals and recommendations which structure the Delta Vision Strategic Plan.

June Report Card

The Delta Vision Foundation tracks and analyzes the progress that California's elected leadership is making toward a durable solution for Delta management. The following document looks at actions taken - and not taken - to ensure a healthy Delta ecosystem and a reliable water supply for all Californians. The Foundation measures current proposals against The Delta Vision Strategic Plan, an integrated, comprehensive plan developed by the Governor's Delta Vision Blue Ribbon Task Force. Sixteen pending bills advance some of the Task Force recommendations, but omit or weaken others. If enacted in current form, these bills would not achieve integrated and linked action. Evaluating the bills as a set against the seven goals shows both the promise of current legislation and identifies areas where further development is needed.

Comparison of Recommendations

The Delta Vision Blue Ribbon Task Force recommended seven goals, 22 strategies and 73 actions in their Strategic Plan. Once finalized by the Task Force, the Strategic Plan was sent on to a cabinet-level Committee, chaired by Resources Secretary Mike Chrisman. The Delta Vision Committee released its Implementation Report in January 2009, endorsing all seven goals and 20 of the 22 strategies. The following report compares the recommendations of the Committee to those of the Task Force.
